After 9/11, Bush went out of his way to explain that America's war was with terrorists who are Muslim, not Muslims.

Israel never understood and internalized this distinction as reflected in comments by government ministers calling Palestinians "animals" and promising scorched earth retribution.

Even if much of the world didn't contribute to the America's "War on Terror", they somewhat saw America make a good faith effort (at least at the political level, if not at the ground level) between the enemy and culture from which the enemy arose.

In Israel's case, we saw them behave with impunity and are repulsed by it.
